This annual focuses on four interrelated urban processes: (l) population and employment location, (2) political leadership and policy outputs, especially fiscal, (3) bureaucratic processes and service delivery, (4) citizen preferences and participatory activities.

The four interpenetrating processes are joined by public decisions of local governments. A sharper analytical understanding of these issues is important to suggest clearer options for public officials. The focus of Research in Urban Policy is thus interdisciplinary and policy-oriented. Adequate technical detail is included for specialists, especially in footnotes and appendices, but simple exposition is encouraged to maintain accessibility for more general readers.
